 Pasted below is an article from Idaho with a twist.
A popular walking area has repeatedly been vandalized in the night.
As a result, the Forest Service is thinking about charging walkers who use the area in the day.
Would that be a "user-fee"?
Would charging such a fee solve the problem?

Cherry Springs is a popular walking area where people like to hike along Mink Creek and walk their dogs.
But the gates to the recreation area are now closed since it was vandalized Sunday night.
Debrah Tiller, Recreation Trails Supervisor: "They found that someone
had taken some glow orange paint and had sprayed the restroom building
and rocks and the asphalt of the parking lot."
Crews have already painted over the obscenities that were sprayed in
bright orange paint on the restroom, but there is still a lot of
graffiti crews have to clean up.
Debrah Tiller: "We'll probably just swap out the rocks and then I'm
not sure how we're going to get the paint off of the asphalt, but we'll
figure out a way."
But until that happens the gate will remain locked.
Forest officials say this recreation area has been vandalized so many
times over the last several years that they are now thinking about
charging a fee for people to use it.
Debrah Tiller: "We operate Cherry Springs out of our existing budget
and that works out fine until the place gets vandalized and that costs
money and time."
Forest officials say they want to be able to keep the area open and encourage visitors to help keep it clean.
Debrah Tiller: "It provides a great environment. I'm hoping we can keep it open."
Tiller says the Forest Service is always looking for people to volunteer and help clean up the recreation area.
The gate to Cherry Springs will be closed until further notice, but it can still be reached by foot.
